Good day all. This is the Charleston Police Department’s Citizens Advisory

Group (CAG) meeting schedule for 2012. The purpose of these meetings is

for Charleston Chief of Police Greg Mullen and his senior staff to meet with

residents in an open forum to get feedback on issues or concerns, community issues in general, and to keep a dialogue open with the community to form stronger partnerships. All citizens of the city of Charleston are welcome to attend these meetings.

The meetings will be held from 6:30 p.m. to 7:30 p.m. during the following

months, dates and locations:

• Team 1 area (Upper peninsula, north of Calhoun St.) meetings will be held at the John L. Dart Library at 1067 King Street and the Arthur W. Christopher Community Center at 265 Fishburne Street.

• Team 2 area (Lower Peninsula, below Calhoun St.) meetings will be held at the Charleston County Main Library at 68 Calhoun Street.

• Team 3 area (James and Johns Islands) meetings will be held at the James Island Library Branch at 1248 Camp Road.

• Team 4 area (West Ashley) meetings will be held at Ashley River Creative Arts School at 1871 Wallace School Road, and Bees Ferry Community Center at 1580 Ashley Gardens Blvd.

Festival of Lights named among 100 best

The American Bus Association recently announced that the James Island County Park Holiday Festival of Lights has been named one of the Top 100 Events in North America for 2012 by a tourism industry selection committee.
The list, which was published as a supplement to the September/October issue of Destinations magazine, said that the Holiday Festival of Lights offered excellent entertainment value to tour groups and individual travelers from around the world, according to the American Bus Association.
The Top 100 Events selection committee chose the Holiday Festival of Lights based on the event’s broad appeal, its accessibility to motor coaches and skill at handling large groups and a variety of other relevant criteria
With more than 2 million lights, the three-mile driving tour delivers more light displays each year, with more than 700 displays produced this season. In addition to the driving tour, guests can park the car and experience attractions, including Santa’s Village, a 50-ton sand sculpture, annual gingerbread house competition, marshmallow roasting pit and a festival gift shop.

NBM has erected scaffolding on the alley side and Rutledge Ave side for units 1,2,21,22,31 and 32.

The lintel work will begin in the alley, working top to bottom, and units 2,22, and 32 will be involved in this first phase of lintel replacements. Window installations will begin on 12/5/11 at these same units. We will give you plenty of notice before the lintel work begins at the Rutledge Avenue
elevations, which will involve units referenced above.

RE: Update on the Special Assessment Work Project.

Dear Property Owners,

You will be pleased to know that all required structural column work in the basement has been completed in addition to the replacement of the specified bathroom plumbing stacks that were a critical part of the Special Assessment.

Although there are some owners who have not yet paid their special assessment in full, we do have the funds to begin the critical exterior envelope project at this time. The project contractor, NBM Construction, has recently confirmed that they have secured the building construction permits that will now allow the exterior envelope work to begin. Please note that work on the exterior envelope of the building will begin on Wednesday, 9/21/2012 with the erection of scaffolding on the alley side of the building off

Rutledge Avenue

. A lift will also be on site to assist in measurements at other areas as soon as the scaffolding is erected. Scaffolding in the alley will remain on site throughout the duration of this phase of work and NBM will secure it to make safe and prevent unauthorized access.

The exterior envelope project will be completed in four phases. The first two phases of the building envelope project begin on with the

side which includes the right wing of the building and the front (middle facade) of the building. These two phases should be completed by the end of the year and include, but are not limited to engineer and architect specified sill replacements, brick re-pointing, window and door replacements and balcony repairs.

We will of course update you all with the schedule for these two phases once lead times are defined and finalized through NBM.

2nd Sunday on King Street, Charleston's most popular shopping, dining and cultural event, continues September 11, 2011 from 1:00-5:00 PM. More information about 2nd Sunday food, musicians, events and activities can be found at www.2ndsundayonkingstreet.com.

This month, 2nd Sunday will be followed by a special City of Charleston 10-year anniversary commemoration concert in remembrance of September 11, 2001.

The free concert takes place at Marion Square from 5:00 - 6:30 PM. It will be in partnership with Operation R&R, a non-profit organization designed to provide service men and women an opportunity to reconnect with their spouses and children on a vacation when they return from deployments Iraq and Afghanistan.
Reflective and patriotic music will be performed by the Charleston Community Band, Charleston Men's Chorus, Charleston Symphony Orchestra Chorus, College of Charleston, the Citadel and others. The event will honor and remember our first responders, military service men and women and those who perished in all of the events on September 11, 2001. Attendees should bring blankets or folding chairs for seating on the lawn at Marion Square. Free parking is available at the Gaillard Parking Garage on Calhoun Street.

We are getting close to starting the next phase of the projects at Berkely Court.

In the next few weeks NBM will be on property to start setting up the scaffolding for Phase 1 and Phase 2 of the building envelope brick re-pointing and window/lintel replacements. Phase 1 and Phase 2 includes the units on the Rutledge Ave side and the front part of the building. This project from start to finish should be complete at the end of the year for these two phases. Phase 3 should start around jan/feb 2012 which will be the rear of the building. Phase 4 will be last and this will include the units on the Beaufain side of the building.

As I receive more information I will keep you posted.

There should be no disruption to you or your tenants.

Livability Court Cited as Model

BY BRENDA RINDGE Of The Post and Courier Staff -----Charleston residents bothered by barking dogs, unsightly yards and other nuisances have a place to turn to get their grievances settled. And that place -- Charleston's Livability Court -- has been recognized nationally with the top honors in the

Mayor Joe Riley received the award for Charleston in the "more than 100,000 residents" category while Santa Barbara, Calif., was recognized in the smaller city category for its program on high-density affordable housing.

The award, decided by an independent panel of judges, was judged on three criteria: mayoral leadership, creativity and innovation, and broad impact on the quality of life for residents. It is sponsored by the U.S. Conference of Mayors and Waste Management Inc.

"This program goes a long way toward improving quality of life in Charleston," the panel of judges wrote, "and it addresses problems that are often neglected. ... Mayor Riley is continuing to celebrate Charleston's renewal while managing age-old and common problems -- a model for other cities to follow."

The Livability Court, created in 2002, addresses minor disturbances and ordinance violations ranging from noise complaints to animal violations and parking infractions.

Riley says the court has been successful in solving persistent problems pertaining to quality of life.

It is presided over by Judge Michael Molony and has a full-time police officer, Sgt. Dan Riccio, who investigates cases, and the support of the city's code-enforcement staff.

"One of the very important features of it is that it has a police officer assigned to it full time," Riley says. "The neighborhood council presidents know him and have his phone number and can contact him immediately if a problem arises."

When a resident files a complaint, a code-enforcement officer responds. If he finds a violation, he issues a warning and gives the resident a five-day opportunity to remedy the situation. Failing that, the violator is issued a court date.

"The offender quickly understands this is something the city is serious about," Riley says.

Fines can be as little as $1 or as much as $1,097, and on occasion, residents have spent a weekend in jail.

Enforcement officers follow up to ensure that the judge's order is carried out.

About half the cases are resolved before going to court, or the violator is given a fine, community service or a deferred sentence.

The court heard 839 cases in 2002 and 1,126 in 2003.

Before the creation of the Livability Court, the cases were heard in Municipal Court, interspersed with more serious crimes.

"The problem was that if you take one of these issues, such as a noise ordinance violation, into regular municipal court next to a driving under the influence charge or assault charge, the violation seems comparatively less significant," Riley says. "Getting people to understand the seriousness of these things was difficult."

In creating the Livability Court, the city didn't have to hire any new employees or create any new ordinances. Instead, the judge's and officer's duties were reassigned.

"I think one of the things the awards committee saw was that this is effective and a good practice, and most cities could do it within their existing laws and personnel and improve their residents quality of life," he says.

The court has been a model for other cities, including Lancaster, Pa., and Anderson.

CHRISTMAS and HOLIDAY SAFETY

Christmas and the holidays are an exciting and busy time but with all the joys of the holiday season come potential safety hazards that can cause injury or even death. Help prevent injuries at Christmas and during the holidays by following these tips:

Christmas tree safety begins with the selection and purchase of a fresh tree. When buying a live pre-cut tree, make sure the tree is still alive and healthy. A fresh tree is green, needles are hard to pull from the branches, and when bent between your fingers, needles do not break. Pull on the needles. The trunk should be sticky and the limbs should be very flexible. Lift the tree and bounce the cut end on the ground, if a bunch of needles come tumbling off, it isn’t a safe tree to take home.
When you get the tree home, cut off the bottom two inches of trunk to expose the fresh wood. This will create a fresh, raw cut for the tree to soak in water, allow for better water absorption and helps keep your tree from becoming a fire hazard.
Keep your tree well hydrated. Keep the water in the stand well above the fresh-cut bottom of the trunk.
Christmas trees dry out with heat, so place your tree away from heat sources such as fireplaces or heater vents.
When purchasing an artificial tree, look for the label “Fire Resistant”.
Unplug the lights and decorations when you are not home.
Check each set of tree lights for frayed wires, broken bulbs and loose connections.
Never run electrical cords under the carpets or rugs, over nails or in traffic areas.
Before using lights outdoors, check labels to be sure they have been certified for outdoor use. To hold lights in place, string them through hooks or insulated staples, not nails or tacks. Never pull or tug lights to remove them. Plug all outdoor electric decorations into circuits with ground fault circuit interrupters to avoid potential shocks.
In homes with small children, take special care to avoid decorations that are sharp or breakable, keep trimmings with small removable parts out of the reach of children to avoid the child swallowing or inhaling small pieces, and avoid trimmings that resemble candy or food that may tempt a young child to eat them.
Remember that mistletoe, holly berries and Christmas cactus are poisonous if swallowed.
Use care with “fire salts”, which produce colored flames when thrown on wood fires. They contain heavy metals that can cause intense gastrointestinal irritation and vomiting if eaten.
Do not burn wrapping papers in the fireplace. A flash fire may result as wrappings ignite suddenly and burn intensely.

As the Thanksgiving and Christmas season approaches, the Charleston Police Department wishes to assure you and your neighbors that we are taking measures to combat and prevent the normal increase in criminal activity which occurs this time each year. We also wish to stress the importance of citizens doing their part to protect themselves by not presenting opportunity-criminals with the chance to ruin your holiday.
Additional officers will be on high-visibility patrol around shopping areas, banks, and the like. They will also be available to provide bank escorts for businesses that request them.
A particular problem this time of year is theft from automobiles and residential burglaries. These are the most preventable crimes. If citizens remove the opportunity, the crime is less likely to occur, and some types cannot occur at all.

While Shopping or Going Out:
• Secure valuables out of sight in your trunk. BUT, Be aware that many cars now have fold-down seats or a remote trunk release inside the car. These conveniences make your trunk vulnerable to thieves willing to break a window.
• If at a mall or a shopping center, periodically go to the car and lock away purchases so they will not “disappear” when you put them down trying-on clothes or at the food court.
• Safeguard your purse, wallet, bank cards, and personal information. Identity thieves thrive in this environment.
• Keep close tabs on your children while shopping. With so many people it is easy for them to become lost. Make sure they know their full name, your full name, address, phone, and your cell or pager number to reach you if you get separated.
• Be aware of your surroundings going to your car, going into and out of your house, and while at the ATM.

At Home:• Make sure to keep doors and windows locked.
• Turn on outside lights at night.
• Report persons or vehicles roaming your neighborhood, day or night so police may check them. They may be simply looking at Christmas lights, or they may be “casing” houses to burglarize.
• Place your tree where the gifts will be less visible from outside. Thieves like window-shopping through your windows.
• After Christmas, don’t put the empty boxes out on the curb. This makes it easy for burglars to decide which houses to burglarize (ie: new computers, TVs, electronics, video games…). Break down boxes and put them in the trash, making sure to save all paperwork. Also remember many electronic devices require original boxes for warranty repair.
• Immediately make an inventory listing the model and serial numbers of new items (and old ones if you haven’t already) and engrave personal markings on them

If Leaving Home (On a trip or just for a little while):
• Make it look like you are still there.
• Timers on exterior lights, interior lights, and TVs will help make it look like you are home. Don’t leave an answering machine message saying you are gone, in fact turning it off would be better.
• Double check all doors and windows, including second floor and basement. The doors should have dead-bolts; key locks for windows are also available.
• Have the neighbor pick up mail, papers, and ads, put out your trash can, and park in your driveway. Give them emergency and cell numbers to reach you.
• Call the police department to request a periodic residence check (“Keep-A-Check”) while you are away. (CPD Dispatch 577-7434)
• When you return, look around outside first. If you see any evidence of a break-in, do not go inside. Go to a neighbor’s house and call police. The burglars could still be inside.

While traveling: THINK SAFETY
• Before you leave, inspect the car for safety (lights, belts and hoses, fluids, wipers, tires-both wear and air – DON’T FORGET TRAILER LIGHTS).
• Pack expensive items in the trunk, or under coverings to keep them out of sight.
• Pack safely. Items stacked in the back of a van, wagon, or SUV will become 60mph missiles in a crash! They also block the driver’s view. Items secured to the roof greatly alter the vehicle’s handling in wind and emergency maneuvers.
• When you stop, take the keys and lock the doors. This applies all of the time, at home and away. An unlocked, running car invites a thief.
• Use a CLUB or other device when parking for the night or at shopping centers Keep doors locked while driving. It adds strength in a collision.
• Use seat-belts and child restraints properly.
• Be careful with bank, gas, and credit cards.
• Take regular rest breaks.
• Never send your children into restrooms alone.
• Store money in separate places to minimize loss or theft.
• Stay on roads you know and take maps, cell phones, and chargers, as well as safety items like blankets, flashlights, jumper cables, a jack, and a good spare tire.
• Drive carefully- better than those around you. You need to get there alive!

Have a wonderful holiday season. Remember, most crimes and accidents are preventable. Officers are working hard to locate and stop crime, but everyone must do their part to lower their risk.

The plumbing stack replacement for units 1, 10, 21 and 31 will be completed this week.

The has been an issue with hot/cold water cross connection in the building causing certain units to not have either hot or cold water. Aero Services has been working to find the source of the problem and are confident they have fixed this issue. If you still find you are not getting hot or cold water please contact management.

The building envelope work will begin soon. We are waiting on some final numbers from NBM.

The structural basement work will begin next week.

NBM Construction will begin staging some equipment on Friday, October 8th in preparation for the start of work in the basement.

Initially, NBM will only need to place some equipment in the left hand side of the carport. Pending a formal pre-construction conference, they may need to temporarily occupy the balance of the carport in order to store materials that cannot get wet.

Also, they will begin performing some initial “chipping tests” on Monday morning the 11th at several columns to determine what, if any disruption due to noise or possibly vibration can be expected during the preparation phase of the column repairs. The actual application of the shotcrete to the columns shall not be a noisy operation and should not affect the owners/occupants.

NBM will typically be on the property during this project 8:30am-5:30pm

What is "Suspicious Activity?"

It is something abnormal, possibly indicating criminal activity. It may eventually be found to have a reasonable explanation, but someone needs to notify law enforcement to come check it out. This will possibly prevent a crime from occurring. If people see the suspicious activity but do not call police, the criminal completes his theft unhindered, lives are changed, the criminal continues to vicimize more people, and he might never be located.

Particularly regarding recent daytime home burglaries, often residents have reported seeing some of these indicators to police AFTER the FACT. With all the media coverage recently, it is nearly impossible not to know that these crimes are happening, so PLEASE, if you do see something odd -listed here or not- CALL POLICE.

Call either 911 (in-progress crime, prowler in a back yard) or 577-7434 for Charleston Police dispatch line. The same dispatchers answer both lines, right here at CPD. Cell phones may get County dispatchers, the effect is the same. (If you live in Sheriff's jurisdiction call 911, or 202-1700 for the administrative line)

Dear Berkeley Court Property Owners,

As all of you are aware, the required Special Assessment has passed. The first steps in correcting the building will be the replacement of the plumbing stacks for the bathrooms.

The following is the schedule for work to begin and the Units this will be affecting. Please be advised this replacement project will take approximately 6-8 weeks to complete and these Units will not be able to use the bathroom plumbing and the walls will have to be opened up in order to replace the plumbing stacks.

August 2nd – Unit 3, Unit 23 and Unit 33

September 1st – Unit 1, Unit 21, Unit 31 and Unit 10

Aero Services will be performing the plumbing work along with Carolina Home Improvement who will be tearing out and repairing the walls after Aero Services is finished repairing the plumbing stacks. You will be responsible for replacing your own tubs, toilets, sinks, electrical fixtures, tile and paint. Mike Auger with Aero Services can help with any questions you have pertaining to the replacement of the plumbing items and guide you in the right direction and offer good prices for these replacements. This does not mean that you necessarily will have to replace these items but Mike and Bryan can help you with determining what needs to be replaced vs. what will still work in your situation.

County Expands Recycling Program to Accept Cardboard at Curbside
Charleston County will begin picking up corrugated cardboard and more paper items during its normal curbside recycling routes

During last Saturday’s 11th Annual Earth Day Festival, Charleston County Council member Colleen Condon announced that Charleston County’s Environmental Management Department has expanded its recycling program to accept corrugated cardboard as part of its residential curbside recycling program. Corrugated cardboard is considered cardboard boxes with a middle “waffle-like” layer.

In addition to cardboard, the County is now also accepting all paper items to include envelopes with plastic windows, gift wrapping paper, etc.

“We are excited to announce that Charleston County now accepts cardboard and all types of paper in our curbside bins and dropsites,” Condon said. “If you can tear it, recycle it in your bin.”

In honor of Earth Day, the County has compost on sale for the month of April at the Bees Ferry Landfill for $1 per bag or $5 per ton, which is half off the regular price.

How to recycle cardboard:
• Residents with curbside service can now place cardboard at the curb with their regular recyclables that are placed in one bin for plastic bottles, glass bottles, aluminum cans, steel cans and aerosol cans, and in another bin for paper, such as magazines, newspaper, junk mail, paperboard (examples: cereal boxes, tissue boxes, etc.) and office paper.
• Curbside residents should flatten and place cardboard boxes, up to three feet by three feet in size, between or under their two bins or inside a separate bin. Curbside recycling in Charleston County is collected bi-weekly in the urban areas starting at 7 a.m.
• Rural residents, as well as curbside users who have cardboard pieces larger than three feet by three feet, can drop their cardboard off at the drop site locations and County staffed Convenience Centers. Charleston County Environmental Management maintains 40 cardboard drop sites and eight Convenience Centers located throughout the County.
• Residents in the rural parts of the County can utilize drop sites and Convenience Centers for recycling services. Drop site locations are open 24 hours per day and seven days a week and are not staffed. Convenience Centers are staffed by Environmental Management Department employees.

Charleston residents are reminded to be aware of door-to-door sales people, particularly “magazine sales”. Usually the concerns about these individuals are property / financial-crime related, but the possibility of a physical assault should not be ignored.

Tips:

1. Post a NO SOLICITING sign on your front door, and maybe another in the yard. (One at the front of the neighborhood is not enforceable)

2. DO NOT Open the door to ANY strangers

3. If someone claims to be from a utility or law enforcement, Request to see ID (through window) and look for an official vehicle.

4. If they are “selling” anything, know that it is perfectly fine to tell them you are not interested, to please leave.

5. If you are interested, request to see their Peddler’s Permit from the City of Charleston (again through the window - see info below).

Know that solicitors are probably breaking the law if they do any of these:

1) Knock IN SPITE of a NO SOLICITING sign

2) Do Not have a City Peddler’s Permit with them(and their company is to

have a Business Permit)

3) Tell you the magazine sale can be donated to be delivered to a charity

(like the Boys & Girls club, etc)

4) If they use ANY High Pressure or Intimidation or will not leave

All of the food that is collected, last year it was 100,000 pounds, comes to the Lowcountry Food Bank and Amy Kosar is in charge of the coordination of the efforts. Please remember, unless you have had permission from the Board of Directors at Berkeley Court to do any type of project which involves the common areas, this is not allowed. If any changes have been made that have not been approved there will be fines issued to the homeowner along with the appropriate expenses to correct the changes. Along with this not being allowed, it is also an insurance liability, which is why Berkeley Court only hires Professionals who carry liability insurance to provide any work done on the property.

On Wednesday July 8th we will be clearing out the basement of all trash and leftover items and having "Got Junk" take them away. If anyone has stored items in the basement you will need to remove them by this date or they will be taken away in "Got Junks" container.

Recycling Tips

Please remember the following tips for better recyling in your blue bin.

No plastic bottle tops or metal beer tops are allowed.
Only plastic with #1 and #2 allowed. Most yogurt containers are not allowed.
No Cardboard milk or juice containers.

Welcome to Berkeley Court

A lot has happened so far this year. CMG is the new Management Company and Hollianne Stackpoole the new Manager in charge.

The Annual Meeting was held January 27^th. Thank you for all that attended.

The next Board Meeting will be held on June 2^nd @ 5pm and will be held in the conference room of CMG’s office on James Island.

A new Landscape/Cleaning company started in March. They will be cleaning the interior of the building on a weekly basis along with taking the trash out/in on Mondays. They also will be doing the landscaping twice a month along with taking the recycling bins out/in on Thursdays.
There have been updates to the Rules and Regulations Handbook, please follow the link on our website to view and print.
The unclaimed bicycles in the laundry room that have been taking up space have been removed and so has the debris in the back parking lot. The next step is to have all the debris in the basement taken away.
The improvements made to Berkeley Court inside and out look beautiful.
